I found the Bladespire Citadel in Frostfire Ridge to be the best place to farm ogre waystones. I found a sweetspot with 9 Ogres in one spot. I timed it and got 40 ogre waystones in 5 minutes. The coordinates inside of the citadel where I farmed is (45.1 52.0) on the second floor.
